I'm almost certain you can buy it on e-trade these "chills" are not dtc or anything else they just TD Ameiritrade chills. Anyway it might be worth trying to buy through e-trade if you haven't tried already.

And it should be noted almost no penny stocks are DTC eligible and unless your DTC eligible you can't have a chill. INOH is definitely not a DTC member.
