I don't think so.

IBM's problem is it runs an entire semi R&D and manufacturing
operation to spin a tiny number of wafers to make processors
for its boutique systems division. Their business model is
flawed just like DEC's was. The only difference is that IBM's
far deeper pockets, big software operation, and system z rent
taking bought it an extra decade or two at the semi big folks
table and a viable exit strategy.

TSMC has volume from a diversified foundry business. Samsung
has volume from a diversified memory business. Both are very
different from IBM and neither are directly in Intel's path like IBM.
