Did it take the Army two years to pay them?

My understanding was they delivered the PROTOTYPE, it me the specifications, and they were paid. I was not aware the US Army paid NET 730

The $140K was from finishing the Army contract. For the last two years they said they were negotiating a follow up contract with the Army....
