This was before he launched his two lawsuits, in the interview after this presentation he explained he was not lobbying Congress or doing anything at all, he knew the govt would come to its senses. Most likely he noticed the govt is not coming to its senses and felt compelled to launch two lawsuits. So things gonna take much longer now.
