There is certainly a cost but not sure how steep it really is. I think as you go through the steps it gets more expensive. For example to become compliant for DTC to clear and trade through them it will take more steps for the company. The initial costs for reregistering I don't feel are that steep. I will research a bit.
I think they reregistered in my opinion because they have a plan to merge with some other company needing a shell Just my hunch.
