It makes a difference in two respects:

1) the company culture (which affects the moral and attitudes of existing employees)

2) the level of talent you can attract

I didn't mean only the people HERE, I meant the whole ball of wax that is AMD's court battles, attempts to get Asians and Europeans to apply sanctions to Intel.

That's all a distraction and probably causes at least some in AMD management to think that some court decision will give them what they could not earn in the market.

Victim status often does this kind of thing. Students who don't study hard because they've got some rationalization for their failures.
