My guess is "amazing" expresses his bewilderment in the variance between the specs he submitted and the ones HC want him to follow.

IOW the phrase COULD BE TAKEN as an expression of bewilderment at not passing the first go round, as in "amazing process". Again, what does Bill find so "amazing" about the process, and if not licensing what are these "next steps" in the process he is looking forward too? A re-inspection? Perhaps.
