DC legislators don't let facts get in the way of their decisions, if they decide e cigs are helping WAX spread to teenagers or younger children, or just could lead to such expansion of use, they could easily decide all e cigs should be banned. It doesn't have to be the complete reason, it would just be one more arrow in their quiver of reasons, to ban such devices.
