Perhaps I should explain again how the debt is still on the balance sheet.

Just because the bond is no longer in arrears does not mean that there is not debt. The remaining principal owed and interest as earned will still debt as long as the bonds are outstanding. Yes guess ROI and debt are two different things and perhaps too difficult to understand.
