TSMC describes it as revenue material anyway because they charge the customer for the wafers.

Yeah of course no one except Intel can produce working chips and smartphones are a mirage. More usefully than that usual junk here a customer would normally use the shuttle service and share costs for their prototypes rather than producing whole wafers at a time.
