It has not fallen through. PPA is still in play. I'd be pissed too if I sold for a loss but, I didn't.

Based on this letter and ongoing meetings, we had personnel in Costa Rica in
2013 providing additional technical and tender information to CNFL to try and finalize the contract. This
support process lasted through November of 2013. Unfortunately, the Presidential elections were in full
swing by then and our progress was delayed.
