Do rental cars in Canada have markings on them to show they are rentals? Just wondering, not sure how far back you guys go but in the old days in NY , rental cars had the Z plates and were easily spotted and I believe they were done away with due to crimes against travelers as they were easy marks. Just wondering , all this rental car stuff seams pretty silly for sure.

I'd have to agree if you were right however having done government contracts and expensed rental cars I do know that there is a criteria that must be followed. You can rent a sedan that is mid-sized. Therefore depending on the number of inspectors, and where they had to travel from, there may have been 2-6 vehicles onsite that all looked the same.

Also, it is likely that the HC inspectors do not live in the area as only a certain number would have been provided the needed training for the inspections given the specialized products and the security requirements.

So the assumption that they in fact were HC inspectors is highly plausible and should not be dismissed.
