Guess who else uses rental cars. Oh, you know, everybody. No one is misconstruing your words. "They likely flew in and rented cars, as any other government agency would do.", is a nonsequitur. It might as well read, "They likely flew in and rented cars, as any one would do." When you look at it realistically and without the FITX colored glasses, any honest, logical person would have to admit that there is no sense in attempting to pin rental cars on HC, since anyone visiting from out of town would need to rent a car (if they flew in). There are many reasons others beside HC might visit.

Board meeting.
"Investors"
Equipment vendors.
etc
etc
etc

I drove by FITX and the sun was shining. HC must be on site.

I don't know anyone else on the subject, but I do know more than you do . On the subject.

Did you know there are Health Canada offices in Southern Ontario, located in Toronto, Hamilton and Guelph ? Did you know Toronto and Hamilton are both a 3 hour drive from Windsor , Guelph is even closer. Did you know Health Canada has over 700 employees in Ontario ? Did you know some of them are inspectors ?

No one asked you to inspect anything. You drove by and didn't bother to look for cameras , lights, HVAC units or vents on the building. All items required for a final inspection.

Fortunately anyone can look at the posted pictures and see for themselves.

Did you know if you find it quite difficult to drive and look , you can STOP and look. There is no law against it as long as you pull over and don't impede traffic.
