Go to the link and in the left column click on price history. You will see that it is not PPBL.QB; it is now just PPBL
Notice that 75K shares were traded at .01 over some time. I think that is the reason that Chris was not worried about the QB requirement.

Educated guess...If it opens at $3.50 that is a short way to $4 which is NYSE requirement. I'm not going into the other qualifications.
