I use CPUClock and the frequencies are generally variable. They
aren't generally on 200 Mhz intervals.

Its hard to tell. The processor is either at idle or full speed. This is true under Windows or Linux. I know the code under Linux sets different levels of throttling, but if there is enough load to kick the processor out of idle, it seems like it is enough to move it all the way to full burn.
