His stats could be correct for certain orders and backwards for others.
When there is an order for 5 pieces of one item, the part marking cost is $0.60 each, but there is a much larger fee for generating the mark ($25K?) which is divided among the 5 parts. This would equate to $1000.60 per piece cost for DNA mark
If there is an order for 25,000 parts, then the fee for the mark is only $1.00 per piece (based on $25K for the mark) plus $0.60 per item (or declining cost based on volume discounts). This may equate to $1.60 per piece for DNA mark.
