TS is simply saying that he expects the "temporary pressure" of Cornell dilution to knock down the PPS below .30

He has not said "sell Neom" or anything like that. Nor has he even come close to saying he is considering dropping them.

What he is saying is that he believes the drop in the PPS to be a temporary phenomenon, and that he encourages his subscribers to pick up (BUY) shares below .30. That is a clear indication that he is still bullish on NEOM but just wants his subscribers to get in at a favorable price.
