I think the fact of the toxic MM's VNDM and AYME on top of the ask keeps buyers away. No need to smack the ask when you know it's not going to move.

UNGS has missed some dates already, so I think many want to them deliver this time BEFORE they take a chance. UNGS needs to show they can deliver on their word. They have til end of tomorrow to do so and thereby, create some confidence in their ability to get things done and on time.
