Risky - when did the government lawyers ever care about the share price of FNMA stock? The government only wants it to exist as perpetual valueless 'zombie' stock for the sake of its convenience.

I don't think that is a quote - I think it's one in your head at the moment that you are putting quotation marks around - please produce the linked document or article to support your quote.

I don't believe the government lawyers have ever said one word about the value of FNMA stock. Their arguments (such as they are) are directed to the global bond markets and the MBS market - not the price of FNMA stock.
