You really should not believe penny stock scam PR's. Because they are not true. Both of those PR's were complete lies. They never started anything, because they never received the permits, which McFarland has been trying to obtain for years.
This is the revised application. The prior application was never approved. And neither has this one. Notice the date of this study and application is long after the two bogus PR's you quoted, which proves they are lies.
EXLA is, and was, a stock scam. Nothing they said was factual.
And don't forget the organized environmental opposition. They won't even agree to sampling, much less road construction and actual mining. Which is a moot point, anyway, as the project is worthless.
