I really think all of management's moves were timed and well coordinated to re-position the company and prepare it for dramatic growth. The balance sheet will really look great.
They announced the school contract, but when will the revenues be realized? Is there another school contract in the pipeline ready to be "inked"? If there is, holy cow!

The use of proceeds from the offering to close on Monday targets exactly what I perceive as the best and primary things they need to address.
Here's the thing, is the current management team the right group for the moment? The plan sounds great and the right amount of money is available. Now they have to execute on the plan. They can't drag this out and come back to do another secondary.

How long will it take? I don't know, but now is their day in the sun.
The PPS has no reason to stay where it is without management supporting it with some good news to bridge the gap in time until the revenues start to roll in.
I'm not smart enough to "pick-the-bottom", so that's why I am watching this very closely. We're not talking about "penny" investments anymore, even though it's still a penny company.
