I might be completely wrong but I think Luther's got something BIG up his sleeve, and that's why he's not even concerned about losing Vortex and Davyd.

If it's the lift of the Global Lock, Funding, Partnerships and a significant reduction in O/S, PRPM could RUN to .0050, nevermind .0020.
