VFIN is only one marketmaker, and only processes the shares that come from, and go to, the brokers for which VFIN serves as a marketmaker. At any particular time, that can be ALL brokers, only one broker, or any number of brokers in between.

Additionally, I use eTrade as a broker, and eTrade has their own marketmaker who handles all of the proceeding of buy and sell orders and the transfer of shares for eTrade's customers. So, VFIN will NEVER process any of my orders. Of course, as needed, the eTrade marketmaker can interact with the other marketmakers to clean up its own obligations on any stock on an as-needed basis.

The ax for each specific stock is the marketmaker that pretty much controls the price for that stock at that particular time, and which marketmaker is the ax for each stock changes as the marketmaker's individual needs change.
