I cant say for all places, but Scottrade was ok when i chatted with them, but the fact buys and sells have to be called in could slow volume as well...
Maybe if you gave sharebuilder a call maybe they would allow you to buy? If these brokers would just let everyone buy like regular times skto would have already been back up to a cent.
