I agree with this for the most part, but these OTC stocks usually run in cycles and almost always have multiple runs. May take some time, but they usually run.
That being said, it usually is smart to look at a chart and buy when these have bottomed out. I would never buy one of these stocks when they are trading in pennies.

I made that mistake before, not realizing the company was a fraud until AFTER the stock was halted. I'd rather not buy into a fraud if possible.

Too many questionable things with PVEC that I would just steer clear of it.
