Webber and many others were seeking a contract with Haiti to search for the Henry Morgan ship "H.M.S. Oxford". In partnership with Pat Croce owner of the Pirate Soul Museum, Webber came closest to getting that contract based upon his reputation and endorsement from the Dominican Republic. My understanding is that contract was almost in hand when Haiti signed the UNESCO treaty. Scaglione or MEI had nothing to do with it.
