Here's an interesting link about a recent FOI request that describes the scope of the naked shorting problem that seems to continue unabated:

Another reason that these corrupt practices create an unfair market environment is that companies are under severe restrictions (including "gag orders" that limits their ability to counter or respond to unfair commentary. Meanwhile, hedge funds spreading misinformation are given very wide (unlimited) latitude in disseminating interpretations and reports.
