I guess that is the end the court case of Eddie Vakser if he accepts his plea bargain offer August 14, 2014? Why wouldn't he accept?

Between all his FRAUDS raising $55,000 for restitution will be simple. Hell,he could raise that in a day or two.

Does this mean Eddie is offering to go to prison for "4 years" if he fails to abide by the terms of his plea bargain/ sentence?

A deferred jail sentence is what some Courts call a "suspended" sentence. So you're ordered to serve 30 days in jail and placed on supervised probation for 3 years. The jail time is deferred, which means, you don't have to serve it, as long as you follow all the rules of probation. If you don't follow all the rules of probation, you get ordered to serve that 30 days.
