Incorrect, short volume has nothing to do with shorting, it is simply an ownership marking of the shares in a transaction. If a party does not own or have physical possession of the shares in the transaction it must be marked short despite being long and the shares being available for delivery.
The data is very meaningless as one would show the conclusion side of Reg SHO reporting the FTD report, which clearly shows no delivery issues within that security during the same time period. The Short Volume can be 100% every single day and yet a single share is shorted.
