I'm not sure what you mean by "with all the restricted shares", however, they can do this simply because they don't need that many shares. And perhaps the convertible debt has been paid off early or refinanced. This is incredibly positive news, VPOR is one of the very few, quality companies in the OTC, not to mention of the very few who are as shareholder friendly.
