Look back at past PRs from Inovio. They are famous for the 1-2 punch. I think that all they are doing today is securing funding and based on past PRs I wouldn't be surprised to see something before Friday.
I e-mailed Investor Relations regarding the $175M shelf offering and Bernie was great. He got back to me in 15 minutes and here is his answer regarding the why and the timing of the filing: "We are advancing a technology and building a company. Over time we will raise capital and invest it as the Board and management thinks is prudent. We just announced a great step in our technology development that opens many doors that much wider. While the shelf filing is not in itself a capital raising, it says that we have the conviction that our opportunities are important and worthwhile enough to invest in and potentially raise more capital for in the future.
