This is the Grey Market, it doesn't work like regular markets. Orders must match exactly to trade. That's why it bounces up and down as it finds a match. This is why no one likes the Grey Market, the trades are unpredictable and it sucks. No institution is going to touch Grey stocks. SKTO is stuck in no man's land until it can get off the Grey.
