That's not how it works. Much more involved. You must factor FPS and much more. Not to mention they don't even really know much about HEVC anyway. Which will explain the MAJOR difficulties they are experiencing with 4K customers. It's not getting done. That is the reality. Netflix is FAR from 4k despite what you think. They are the HEVC guinea pigs. They are the perfect Guinea pigs. :)
