Thanks for the info. The short article basically says they have no clue what is going on and since they don't they can't support a buy recommendation and price target. So they really know nothing.
Typically this is not in the company's best interest, but, I think the PPS is low for an accumulation.

Perhaps that joker should quit with the news wire games by 1st downgrading IPCI with a news wire release following Q2 earnings

Immediately followed by a buy alert made last week on July 16th @ $2.69 share price which he failed to put out on the news wire
