No one knows if or when charges will be filed, if ever but I am as close as you can get to "real" information and not blowing smoke and throwing out claims of "sealed indictments" when you have no way to prove that claim at all.
Sure. You're talking to a PR guy at the Justice Department. He's no more privy to what's happening than you or I. His job is to communicate hard information when it's announced.
And yes, I know of cases in which raids have been conducted and indictments weren't unsealed for quite awhile.
