Yes, It would be grown to a height for acting as a boarder to prevent dust, etc. from traveling to inhabited areas (~ 15 feet). It can remain as such (no cutting). behind it, the field for 3- 5 ft. can be grown, cut , used and regrown. The 3 - 5 ft. is also substantial for a height vs. food crop heights.
