All the articles I see say it's paste tense. No grey area from what I can find.

Edit: You may be right. I happened to see the first few articles that reported it like it was done and just found a few where it wasn't. No misdirection intended as the initial news sources were obviously confused as well. I'll change the sticky. Good progress with these bills in any case and shows a strong trend.
