I don't know about "intelligent long" but I can tell you that if a stock is waiting on filings and news, it will usually start to trickle back down once all those "in the know" have stocked their positions. If news doesn't come soon (next couple of weeks at the latest) or the news is bad, then it will start to be sold off, and drop below the lowest level we have seen since the 417% day.
If the news comes soon and is "good" then off to the races the low float stock goes.
This is what I am banking on. Until then, I keep adding. I have now added 15 separate times on this stock. GLTA!
