RS is always a factor but sometimes they run before an RS if there is one. OS and AS is maxed for all practical purposes not sure what the true float is. Seen a lot of stocks run this year with large share structures just depends on what vehicle they put in this shell. It has been pretty thin on level 2 here. :-)
