You would never see such a PR from any company.

Why would you put out a PR that says "we will publish our financials as soon as the symbol changes so they will get noticed"?

That would
--be an admission that you were withholding material information
--unnecessarily give away whatever wiggle room you had in terms of delivering the financials

There is no advantage to a public company putting out such a PR in advance of a symbol change.
