I believe that the "hold up" is the ISO/IEC Standard has yet to be completed and published. Until that takes place, every company can have its own QA/QC process.
Once the standard is adopted and published, some of the processes will be determined as "not meeting the standard".
Standards are normally not very exacting allowing for variation.
