My intuitive read on this is that it's an encouraging sign. Garnick has not pulled the plug, the sites are opening as planned, which tells me that whatever they are seeing so far is within the range of numbers they have seen before.
Obviously I don't have much to go on, but I think that companies don't go forward if they aren't getting the results they're looking for.
Peregrine is unfolding as it should. All in my own humble opinion, of course.
