I don't think it's an official halt as such but they won't let it trade until they get the paperwork because it is their liability if you never properly received your newly amended shares. Therefore, people can buy and sell PEIID straight away but not people who owned PEII.

For those of stuck with this pos, we'll have to wait around 2 weeks before our brokers let us trade. Some seem to be quicker than others so it can be painful watching the price tank while you wait for yours to be released.
