It's can't be a R/S--they need to file that with the SOS first. Also, I doubt it's a merger announcement. Don't get me wrong, I'd LOVE for that to happen, but I think most people would rather buy up cheap shares before announcement, or even immediately after announcement, than go straight for .03.
