Since you wish to promote this shorting of stocks under $1.00, why would you care? If one has the financial ability it is legal to sell short by borrowing shares. Some bet on an increase in the pps and others may wish to bet the pps will go down. It is fully legal.
As for market makers, it is legal to short shares to make a market, but any abuse will and has gotten some in a heap of trouble.
People with real knowledge know and understand this as fact.
