I have no idea, but many people believe that MMs signal each other through selling a small number of shares from their inventory. You have noticed all the 1 share sales? 251 is also quite anomalous with a value of less than $5. With such a large BID/ASK differential the MM conspiracy deepens IF "251" is a signal. Some of the signals are purported to mean I am taking the PPS down, I need more shares, etc.
