If a trader doesn't own the underlying security then the broker will require the account to have a sizable cash balance in the account to cover any potential losses if uncovered 'naked' options are sold. Moreover, if losses exceed certain limits, then the broker will automatically close the naked option position.

I know of no tool to assess the number of options sold - calls or puts - that are considered naked positions.
