Another market for them would be Taxi services. Where I live, a new law was passed that all taxi's must be outfitted with GPS unites before a certain date (don't remember exactly when). A combination of issues brought on the new law; they get hijacked and robbed frequently, and also to keep them honest about their fares.
If other states follow suit, that could be a big market, too.
