Mike says he wants to be a leader in the market. And others aren't doin it right. With an A/S of 5 bil and O/S of 2 bil, I assume he is thinking many steps ahead and how unwise it would be to tamper with the rest of the A/S right now. As for restricted...who knows. Like you said ...we'll see how this unfolds.
