He could have been talking about Wazniak, but I think he is retired now and didn't have much say in app releases anyway.

Even if Steve Jobs was still alive, even he wouldn't have anything to do with approving the apps. In 2010, before Jobs passed he did an interview and stated that 95% of the 10-20,000 apps submitted weekly are approved within 7 days.
